Fisheries Processing Plant Project Launch
The New Ireland Development Corporation (NIDC), in partnership with private investor PNG FJ Enterprise Limited, officially marked a major milestone in the province’s economic development with the launch of the Fisheries Processing Plant on 14 November 2024.
The launch was officiated by Deputy Governor and Chairman for Natural Resources, Sammy Missen, in the presence of Julius Chan, members of the Provincial Executive Council, the Assembly, the local business community, and the people of New Ireland. The event signaled the beginning of a new chapter in harnessing the province’s rich marine resources for sustainable economic growth.
Project Overview
The Fisheries Processing Plant is a joint-venture initiative between NIDC and PNG FJ Enterprise Limited, established to process and export high-quality seafood products including crabs, prawns, and crayfish to international markets, with a strong focus on Asia. The project has received full regulatory clearance from the National Fisheries Authority, enabling export operations and positioning New Ireland as a competitive player in the global seafood industry.
Under the joint venture agreement, NIDC retains a 20% free equity stake, with an option to acquire an additional 10% in the future—ensuring long-term provincial participation and benefit.
Strategic Development Phases
The project is being implemented in three key phases:
- Phase 1: Export and farming of fish and seafood
- Phase 2: Renovation and upgrade of the fisheries wharf infrastructure
- Phase 3: Development of a seafood restaurant and transit accommodation for local fishers
These phases are designed to create an integrated fisheries ecosystem that supports production, processing, logistics, and local enterprise development.
Empowering Local Communities
The facility is fully equipped to support small-scale fishers, providing them with access to modern processing infrastructure and reliable market channels. This initiative aims to transition local fishers from informal roadside sales to structured, high-value supply chains.
Deputy Governor Sammy Missen emphasized the government’s commitment to maximizing the province’s world-class fisheries resources, highlighting the project as a key driver for increased productivity, job creation, and income generation across coastal communities.
Investment Confidence and Governance
The selection of PNG FJ Enterprise Limited followed a rigorous evaluation and bidding process, ensuring the partner possesses the financial capacity and operational expertise required for long-term success. The joint venture will initially operate under a six-month lease arrangement for the inshore processing facility, with performance-based review mechanisms in place.
NIDC Chairman Christian Tarkap echoed confidence in the partnership, noting the investor’s demonstrated commitment and alignment with the province’s development goals.
Sector Impact
The Fisheries Processing Plant represents a cornerstone investment within NIDC’s Malagan Marine sector, reinforcing New Ireland’s position as a leader in sustainable marine resource development. The project is expected to unlock new export revenues, strengthen food value chains, and create lasting economic opportunities for the people of New Ireland.
